Assam Government Revises Benefits for Awardees, Enhancing Healthcare and Travel Provisions

The Government of Assam, through a notification issued by the General Administration (A) Department on October 29, 2025, has introduced significant enhancements to the benefits provided to its awardees. This notification, bearing No. eCF. No.168318/ 41, came into force upon its publication in The Assam Gazette on October 30, 2025. It represents a partial modification of a previous government notification, No. 266481/42, dated December 15, 2023. The primary impetus behind this revision was the state government's ongoing commitment to ensuring seamless and comprehensive healthcare, alongside other benefits, for these distinguished individuals.

Under the revised provisions, awardees are now entitled to several new facilities. They will receive free accommodation in State Government Circuit Houses, Guest Houses, and Assam Bhawans/Houses, aligning with the provisions of notification No.GAD-61257/252 dated March 19, 2025. Furthermore, the awardees are designated as regular invitees to all official functions, where they will be recognized as distinguished guests. A crucial enhancement involves healthcare access, as the awardees will be provided with Ayushman Gold Cards under the Ayushman Asom - Mukhya Mantri Jan Arogya Yojana (AA-MMJAY). This card facilitates cashless medical treatment up to an amount of Rs. 5 Lacs in all empanelled Government and Private Hospitals under both AB-PMJAY (Ayushman Bharat Pradhan Mantri Jan Arogya Yojana) and AA-MMJAY schemes. The Ayushman Gold Card also extends to cover free Out-Patient Department (OPD) services and diagnostic services at all Government Medical Colleges and Hospitals operating under the Assam Cancer Care Foundation. Beyond the monetary awards and these new facilities, the notification also permits free travel for awardees in Assam State Transport Corporation (ASTC) buses. This travel is enabled through Free Bus Service Cards issued by ASTC, contingent upon the awardees providing a 24-hour prior intimation of their intended journey. The legislation provided: “The awardees shall be provided with Ayushman Gold Cards under Ayushman Asom - Mukhya Mantri Jan Arogya Yojana (AA-MMJAY), through which they shall be able to avail cashless medical treatment up to an amount of Rs.5 Lacs in all the AB-PMJAY/AA-MMJAY empanelled Government Private Hospitals.”

The legislative intent behind this notification is rooted in the policy rationale of enhancing the welfare and recognition of individuals who have received state awards. By modifying the earlier legal position established by the 2023 notification, the government aims to address any existing gaps or limitations in the benefits package.
